Hey

Werner Bock is just a self described shitty little farmer. We had a
bigtime falling out as friends back in 2009.But that does not negate
what I witnessed and recorded while on his farm from 2006 to 2009. One
thing I know for certain is werner Bock does not abuse his cattle and
the RCMP has malicously harrassed him since 1975 while refusing to act
within the scope of their employment

Call me a liar or crazy if you wish but my newborn calves did not need
water or hay. The Rogers Talkshow host Andrew Kyrstal loved to make
fun of their mama's teats and the RCMP in Peticodiac loved to listen
to him make fun of Werner Bock back in 1976. Cpl Warren MacBeath told
me all about it. YOU dudes in the "Red Serge" demand big wages and
fine pensions in oder to uphold the law but instead you attack the
citizens you purportedly serve while covering the fancy arses of
politcal crooks. You do nothing but collect taxes int he form of fines
and the only crime you ever solve is when a crooks rats out another.
You are the lazyiest nastiest Fed bastards in the Maritimes and
most Maritmers agree. Hell everybody and his dog in Canada knows you
smilling para military bastards even get away with murder and sexually
harass your own women members CORRECT A/Com Gilles Moreau?

http://rubiconcrossroad.wordpress.com/videos/

Anytime citizens argue the CROWN about its own wrongs the CROWN calls them
crazy just like they did with Roger Brown's and John Warr's old Newfy
buddy Byon Prior.

http://rubiconcrossroad.wordpress.com/2013/11/02/judges-crown-prosecutors-and-psychiatrists-attack-innocent-canadians-labelling-mental-illness-without-proof-by-robert-erickson/

Its standard operaing procedure you dumb bastards tried to pull that
one on me me as well in 2008 but that backfired bigtime you N'esy Pas
Deputy Commisioner Steve Graham???

I noticed some Fed in Moncton checking out Werner Bock's old Youtube
channel today then going to my old blog, I changed the name of Bock's
channel as he demanded and then locked up once he and his pals would
not quit calling me a killer on the talk radio shows etc.

I heard Dean Secord talking all over the Maritimes just before hunting
season. (I know him somewhat from ducking fun many years ago) He was arguing
with the RCMP on the CBC Radio about who was better trained. Too funny.
N'est Pas?

In my humble opinion it was the pot calling the kettle black. However I
must say it gave me a good chuckle as I prepare to sue everybody and his
dog. Ask the corrupt cop Pat Bonner one of Secord's bosses why I must do
so. Trust that the corrupt politicians Stockwell Day and John Foran won't
shit about this stuff. They and their crooked cop underlings want me falsely
imprisoned once again before the writ is dropped for the election of the
40th Parliament. It ain't worked out too well for them thus far. Ask Byron
and his new friend Chucky Leblanc?

Officers suspended after hearing into man's death
Last Updated: Friday, December 8, 2006 | 11:19 AM AT
CBC News

Two Saint John police officers were found in neglect of duty Thursday for
failing to respond to a call from a hotel in 2004 to assist a man who
eventually died.

Const. Dean Secord and Sgt. David Arsenault were both suspended under the
provincial Police Act after a hearing adjudicated by Halifax police's deputy
chief, Christopher McNeil.

On Nov. 1, 2004, a motel manager called police and asked them to check in on
a man in one of the rooms.

She told the police operator that the man was drunk and had several bottles
of the prescription painkiller Oxycontin. She said only two pills were left
in one of the bottles.

Secord and Arsenault received a call from a dispatcher asking them to check
on the man. The two officers told the dispatcher they knew the man and
believed he needed those pills, so they didn't go to the scene.

The man was found dead at the motel the following morning.

McNeil said he heard evidence of a breakdown in communication between the
operator who took the call and the police dispatcher that resulted in the
police not getting the whole message.

However, McNeil said, the two officers knew enough about the man's situation
that they should have checked on him.

Bob Davidson, who represented the officers at the hearing on behalf of the
police union, said they plan to appeal the ruling.

"There was nothing that supported a callous or deliberate decision not to go
there," he said. "Their evidence is that they made the judgment call based
on training experience and limited suppressed informaton."

Secord was suspended for two days and Arsenault was suspended for four days
suspension.

We'll be watching William Elliott's RCMP tenure
The issue with this appointment, it seems to me, is not solely the lack of
experience in running a policing entity presented by Elliott. It's the
appointment of an individual with longstanding Conservative ties, an
individual who began his federal career as a political staffer for a
Conservative MP. That's what gives this the taint. It's not enough for
Harper to say that Elliott's six month service as national security adviser
for Martin should quiet everybody. Or that his rise through the federal
civil service somehow imputes approval of this current appointment to the
Liberals and prevents them, or others, from objecting. The fact that Elliott
will run the RCMP, an investigative body with powers over the continued
investigations into the federal sponsorship scandal, for example, means that
the individual appointed to this position should have been beyond reproach.
The criticism of both Elliott's practical experience and his partisan roots
means that Harper has once again come up short, here with this appointment.

And so, we'll be watching to see how Mr. Elliott conducts himself...

Again Hell No Mr. McBeath. It goes under the heading of Integrity and by now
you cops must understand that nobody can scare me away from my necessary and
very justifiable task. For the benefit of my little Clan no can do. Quite
asking such nonsense and just act within the scope of your employment,
especially when so many crooks are worried and wondering what to do. It
seems to me that ethical conduct ain't crossed anybody's mind yet. Surprise
Surprise N'est Pas? Look for yourself. Heres hoping that somebody gets
enough sand to at least mention my name in Parliament during question period
or in the media within the next two weeks or better yet some smart civil
servant calls the dude that is supposed to assist whistleblowers whose job
was created by Johnny Never Been Good's Accountability Act. Rest assured I
already called his office and he will receive hard copy.

Toil and trouble, fire burn and cauldron bubble. Drink the witches
brew or fess up and sooth your own soul. Sprout some balls and blow the
whistle will ya Warren before you are transferred off to Ottawa because your
French ain't so good? Yea right. Or could it be that you are just smart
enough to realize you are in deep shit and are demanding to exit stage left
or you will spill the beans? I must confess you were the smartest cop that I
have talked to to date. Too bad you don't have a conscience too EH? I had
high hopes for you last Xmass.. Now tell me honestly are you related to the
McBeath character who is the boss of Grant Thornton in Toronto whom I was
spitting and chewing with at the same time?

I will lay odds that you dudes could not have suffered through two
Xmass' like I just did let alone all that has happened during the past six
years without blowing your top. I swear i have never lost my temper. What
you bastards are saying of me is pure malice. Warren you know for a fact
that I am no liar you even watched your own not so honourable police force
block three emails to you whilst we were talking on the phone just after
your mean olf boss Zack had been replaced by Busson. Remember?

I heard that after I left Peticodiac your cop pals pulled over Werner
and Kathleen and asked them where the hell I went. Why didn't you crooks
just call me like the dumb Frenchman Cst Daigle did? Everybody knows I am
not a shy man. Furthermore I have done nothing wrong . However the RCMP
certainly has many wrongs to stand accountable for in court aor at least in
public on the World Wide Web. EH? I have no problem whatsoever telling the
truth, the whole truth and nothing but the truth to everyone. Why are you
replying only to me if were wrong about you? you had no problen forwarding
your first answer to me to Busson etc to cover your arse. Correct?

Again I must ask why did you and your fellow cops support the many
false allegations made against me over the years, allowed that wacko Dean
Roger Ray and his friends to threaten me and most importantly laugh and
ignore the demise of all the cattle on Werner's farm over the years? Last
but not least tell the crook Allan MacFee of Capital Towing in Fat Fred City
to give me my Harley back. He has no right whatsoever to demand that I
return to the States and buy NH tags and insurance before he will release my
property to me. I don't care what the dumb as a post cop Randy Reilly of Fat
Fred Finest may wish to claim. It quite simply is not true what he claims to
have the right to demand. From his Chief, Barry McKnight on down the cops
are to chicken to even come to the phoine since the FBI in Chicago called me
weeks ago.

See how easy that is Amos you have no respect for
anyone especially minor
players in the New World Order just trying to
hang on to their Jobs. The
Rcmp are corrupt but only a few Beauracrats and I
noticed long ago you
target innocent people.
"dean Ray" 06/02/07 9:20 PM Just like Alex Jones, Amos never explains
properly how he got these so called Illegal wire tap tapes. Same way Alex
Jones never explains how he invaded a Presidential retreat called Bohemian
Grove. The Wiretap Tapes are a very stuped ploy. The FBI is showing off
tapes of a Mafia Hit claiming they are Illegal and Probably made Illegal by
the corrupt officials in charge of government. If Amos had Illegal wiretap
tapes of targeted Individuals and how the Gangstalkers hit people that would
be useful. All his stuff is drummed up to cover up real people fighting
behind the scenes and some of my research as well.Alex Jones is a Jesuit and
David Amos is a freemason only down the chain of command a bit as it is well
known the bikers came from the 303rd bombers group and set up by
freemason.http://groups.msn.com/WILLIAMCOOPER/_homepage.msnw From: David

HELL NO. Sue me I Double Dog Dare Ya. Remember last year when I was evicted
from the polling Station at the SUB? Why didn't you report that I must ask?
You kids need to read before you write anything particularly while your
education is being supported by taxpayer funds. Why not display a little
ethical journalism and begin by reading what you just bounced back to me?

What I said earlier to a different crowd of crooks

You were Chucky Leblanc's lawyer when I first contacted you. Remember?
After your little victory you took up blogging yourself and so did your wife
who
works at UNB's law library. What the nutcase Dean Roger Ray says of me is
not much worse that what your former client Chucky Leblanc said of me years
ago. As far as I am concerned you all give Bloggers a bad name. A lawyer
should understand the meaning of the term integrity. If not read the Law
Society Act again.
Say hey to your new publisher for me Heather. He and I just had a long talk
about you and your nasty editor..

N.B. government to await federal probe into possible RCMP wrongdoing
May 30, 2007 - 19:47

By: KEVIN BISSETT FREDERICTON (CP) - New Brunswick Attorney General T.J.
Burke declined comment Wednesday on allegations of wrongdoing within the
provincial RCMP.

At least two current and former Mounties in the province are among more
than a dozen officers across the country who have alleged wrongdoing within
the force, including abuse of power, harassment and the coverup of evidence.

One of the published allegations was made by Daniel Bernier, a former RCMP
corporal who lives near Fredericton. He claims he was removed from an
investigation in which he said he found evidence of the misuse of
federal funds by New Brunswick government officials in 1999. He alleges
grants were wrongly approved to farmers. Once he was removed from the case,
Bernier said an internal investigation by the RCMP was called into his
conduct.

"Our government doesn't respond to allegations," Burke said Wednesday when
asked by reporters about the claims published this week.
We respond to factual information that is provided to us, information that
we need to investigate and look at."

William Gilmour, an Ontario lawyer representing some of the Mounties who
made the allegations, said the current and former members are anxious totell
their stories, but there must be protection from reprisal. "We're actively
seeking the government to afford a venue in the nature of a parliamentary
committee, where there's some protection for these people, where they have
agreed to come forward and tell their stories," he said Wednesday.

Gilmour, who is an ex-Mountie, said he has been trying to get the federal
government to call his clients before such a committee for a year, but so
far nothing has happened. In the Commons on Wednesday, Public Safety
Minister Stockwell Day was accused by the opposition of ignoring the
turmoil.

"The Conservative public safety minister's response is to shrug his
shoulders, plug his ears and see no evil, hear no evil," said Liberal Sue
Barnes. "Is this wilful blindness or gross negligence? When it comes to
protecting the integrity of Canada's national police, why is the public
safety minister thwarting real action?"

Day responded by saying the government is "taking action to get to the
bottom of some of the concerns that have been raised."

Another New Brunswick Mountie, Staff Sgt. Ken Smith, is suing senior
officers at J Division in Fredericton for alleged harassment, but the New
Brunswick government has stepped in and stayed proceedings. The province has
asked the Fredericton police force to fully investigate the Smith case,
which includes allegations of unauthorized use of tracking devices on his
police vehicle.

"For the 30 years that I have had with the police force, my job has been
to go out and investigate crime," Smith said. "To find that we have just as
much crime happening within our organization, which is stopping us from
doing our job, is very troubling for me and for the individuals who have
come forward."

Bernier said he's not surprised to hear that as many as 30 current and
former Mounties would be willing to testify before a parliamentary
committee.
"The country of Canada is quite vast and the RCMP is all over the place, and
I'm sure I'm not the only one who has been treated like a piece of shit,"
Bernier said.

Gilmour said the appointment of a new RCMP commissioner with the mandate
to fix the problems in the force could prevent having to launch an inquiry
or royal commission. In the meantime, he said, the reputation of the force
is taking a beating. "That's really quite unfair to the members on the
street who are performing such a valuable function and putting their lives
at risk every day," said Gilmour. "They don't deserve that and it needs to
be dealt withfar sooner than later."

I must say your silence has been deafening for a lady acting as the
Commissioner for the Crown Corp commonly know as the RCMP. It has been six
months since you took over from the mean nasty old Zack and you are not
one bit more ethical. How else can you be so quiet particularly with all
the scandals breaking out daily about the RCMP?

I hear that the crook Rod Smith who was supposed to advise everyone how to
be ethical retired just in a nick of time after he and had a little pow wow
on the phone. I was not surprised that you shitcanned Zack's old assistant
Mikey MacDonald in your office and that you replaced him with your own
nomind assistant Pierre Leduc. It was too funny that he has the same last
name as the nasty dude that finally answered me from the Commission of
Public Complaints Against the RCMP after five long years ofpure hell for my
little Clan. Why don't one of you just tell the truth,
the whole truth and nothing but the truth just like you are supposed to do
and let the political cards fall where they may?

Qiut the false allegation game will ya? It is getting a little redundant,
don't ya think?
I sure hope some cop blows the whistle bigtime real soon but I ain't betting
on it. However I will lays odds that the only ones to respond to this email
will be the nasty Yankee Depupty Dog and his little buddy Dirty Dickie Dean
with more of their Bullshit. That said I have no doubt you crooks are just
wondering who I send this email to next and when i will Blog it. Right? (Its
already done scroll down to the bottom do ya think the new Accountability
Commissioner will find it first?)

Say hey to the crooked NSIS agents Norm Plourde, (AKA "Porcupine Prique" )
and his pals, Cpl Jackson and Sean Lowe for me will ya Dirty Dickie Dean?

Mr. David R Amos
motomaniac_02186@yahoo.com

Dear Mr. Amos:

On a number of occasions you have called or sent e-mails our office to raise
matters which are of pressing concern to you.

Each time we have tried to respond by explaining to you the relatively
narrow mandate of this Commission and the limits of our powers to deal with
the matters which are of concern to you. I must stress, once again, that the
purpose of this Commission is to provide the public with an opportunity to
make complaints concerning the conduct of members of the RCMP in the
performance of their duties. We have neither the expertise nor the legal
authority to permit us to become involved in issues beyond the scope of this
mandate.

While it is clearly not the intention of the Commission to prevent you from
making complaints against members of the RCMP, an analysis of your numerous
contacts with the Commission indicates that your concerns fall well outside
the confines of our mandate. Further, your frequent e-mails have been
disruptive and unproductive for both you and for the staff of this office.

Should you determine that some point in the future you have a complaint
concerning the conduct of a member of the RCMP in the performance of
his or her duties, please submit it to the Commission by Canada Post only.
As
of now, your e-mails will be deleted unread.

Yours truly,

Andrée Leduc

only some of Werner's photos and none of mine. I do not mind. I altered the
webpage at Werner's request because Andrew Krystal, a Rogers talk show host
would not stop talking about the tits on the cows and strange conspiracies
of his own invention and kept making fun of my friend Werner's plight over
the radio waves. It was Cpl. MacBeath who enlightened me about the nonsense
concerning Werner's troubles when we talked at Xmass time about my matters.
None of this is any sort of a laughing matter. The Criminal Code of Canada
attests to that simple fact about dead cattle. N'est Pas?

Whereas the Crown Corp known as the RCMP employed by the Province of
New Brunswick to uphold the law and the various provincial and federal
Ministers of Agricuture, Health, Environment, and Public Safety etc over the
years do not give a rat's ass about my well being, interests or the demise
of my cattle either, maybe they will show more concern towards their
pocketbooks are in jeopardy someday when I drag their arses into court. EH?
I will disclose my evidence about the demise of my dead cattle in court
someday as is my right. Right now I have far bigger fish to fry than your
nasty little bosses in New Brunswick. I am merely registering my indignation
today and securing the proof of some of what I said and did outside of
Peticodiac New Brunswick the defence of cattle and my friend and his farm
before wear our my welcome I must move on. Furthermore I honestly do not
know what else I can do to inspire people in your department act within the
scope of their employment.

I am not a lawyer I only speak in the defence of my own rights and
interests in Pro Se fashion as is my right as well. Thus I cannot speak for
Werner Bock and his plight nor do I wish to other than to support what I
have witnessed personally in the past year for the benefit of a friend.
However I will call him as a witness to testify in some of my complaints. I
hope that he does the same for me someday. As you well know by the
conversation today that I overheard you have Werner, he is more than capable
of speaking for himself of his own concerns and interests. As I said I am
also a witness to the wrongs practiced against him. The next cow that dies
on his farm if I can help I will truck it to your office ASAP as you
requested but only if Werner chooses to do so. Maybe he will opt to go to
PEI once again as Cpl McBeath had claimed he had directed me to do. For the
record nobody did. To date not one cop has discussed even on animal with me.
Apparently from McBeath's the RCMP does not have much faith in your office
either. Why should I?

Whatever happens next with regards to dead cattle. It will be Werner's
animal not mine to do with what he wishes but I do want to witness all that
goes on in defence of my interests and the public interest of the people of
New Brunswick as well because I know for a fact that nobody within our
government is willing to act within the scope of their employment because of
political pressure. In my humble opinion the biggest part of livestock
development is for healthy well cared for cattle to live long enough to be
sold at market. I truly believe Werner's troubles fall under your purvue
first and foremost. As many politcians say but never uphold their promises
anyway. "It is a time for a change." Look around you and call me a liar and
put in writing, I Double Dog Dare You To. I will take it from there on my
own.

Mr. David Amos

Dear Mr. Amos:

This will acknowledge receipt of a copy of your e-mail of December 29,
2006 to Corporal Warren McBeath of the RCMP.

Because of the nature of the allegations made in your message, I have
taken the measure of forwarding a copy to Assistant Commissioner Steve
Graham of the RCMP "J" Division in Fredericton.

Dear Mr. Amos,

Thank you for your follow up e-mail to me today. I was on days off over
the holidays and returned to work this evening. Rest assured I was not
ignoring or procrastinating to respond to your concerns.

As your attachment sent today refers from Premier Graham, our position
is clear on your dead calf issue: Our forensic labs do not process
testing on animals in cases such as yours, they are referred to the
Atlantic Veterinary College in Charlottetown who can provide these
services. If you do not choose to utilize their expertise in this
instance, then that is your decision and nothing more can be done.

As for your other concerns regarding the US Government, false
imprisonment and Federal Court Dates in the US, etc... it is clear that
Federal authorities are aware of your concerns both in Canada and the
US. These issues do not fall into the purvue of Detachment policing in
Petitcodiac, NB.

It was indeed an interesting and informative conversation we had on
December 23rd, and I wish you well in all of your future endeavors.

Sincerely,

Cpl McBeath

Please allow me to introduce to you two biggests bosses and one dead
little calf. One boss Foran cares about politicians at a Provincial level
(Liberal ones that is) and the other Busson cares about the RCMP at the
Federal level (The Conservative supporters at least) Stevey Boy Harper did
appoint her correct? My calf don't care about nothing anymore even the fact
you refused to pick up his guts because our bosses told you not to N'est
Pas? However I still do. After all as you know is is against the law to kill
cattle and I have the right to know who done it and if not what? I tried to
talk to you today after waiting for a week because you appeared to be an
honest man. I have waited long enough for a response from you after
particularly after I had proven to you the allegations made against me by
the US State Dept in Ottawa were false. I also sent to you proof of their
malice against me and we discussed it etc and you promised to get bacK to me
sir. How come you have not? If the Yankee lawyer David Wilkins and his
cohorts in Ottawa were truly in jeopardy as they had claimed you would have
jailed me in minutes on behalf of that crooked Yankee lawyer. I have no
doubt whatsoever that you got back to them and told them not to worry.

How come the Canadain public does not get such prompt service I must
ask. Who do you work Yankees or us? Do I not have rights as well I told you
one week ago about a very suspicious action about to go down in a Yankee
Court in Hingham on Jan 3rd without any notification to me whatsoever.
Since the time you called me on behalf of Yankee concerns I have managed to
cross paths with several RCMP officers within your own District. your
associates have proven to me that they are willing to be flat out liars
about wiretap tapes and as well as dead calfs. It appears that the Crown
Corpt RCMP wish to assist in my false imprisonment once again before I can
sue you for your first two rounds of malice in order to support two former
liberal mandates of federal government. Well lets see how Stevey Boy Harper
does in defending the RCMP's obvious wrongs.

Veritas Vincit
David Raymond Amos

P.S.
Nada check the last paragraph in the email and ask your boss Mr Murphy where
he was on the night of Nov 16th, 2006. that was the day the calf died and
Werner was a fellow liberal who was voting in the election of the New
President Mr Keating in Salibury. The newest Minister of heath displayed
many time since then how little he care about the health and well being of
Werner and I. We have called many times and not once has he called me back
after I talked to him almost a year and a half ago. Howevver Brian Murphy's
wicked nasty help quickly called back when I call Mikey Brian's brother.
When I make a mistake the bastard's are not long correcting me but when what
I say is true they quite simply ignore for reasons of personal gain and the
detritment of the public interest.

Well the cops you employ to patrol Peticodiac really pissed me off today.

I did and some arsehole named Ricky Baby Kelly called me on Friday
from a Driver Ed School in Fredericton. He merely wanted to slander my
friend Werner Bock rather than do his god damned job. Rest assured I saved
his nasty voicemail to me as well. Tell him for me that I ain't no Hillbilly
whining about his wife and her pet. Tell your boss Brad Horncastle and the
director who is an RCMP officer as well that they and the sneaky little
company called SPCA INC.need a god damned lawyer or two ASAP

Tell me honestly if you can find it in your sould to do so lady. I
know beef cattle don't make for great house pets but theu are animals and
they are a source of livelyhood and supper for a great deal of people as
well. Just how many animals must i witness die down on this farm and see the
cop and the S{CA look the other way before realizing that there is something
fishy going on in New Brunswick? I just watched the second calf this week
die right in front of me while I was typing this shit..That is fifth one I
saw die since May 31st this year. You do understand that killing cattle
falls under the fedeal Criminal Code and anyone covering up a crime stands
quilty of it as well?

Criminal Code
PART XI: WILFUL AND FORBIDDEN ACTS IN RESPECT OF CERTAIN
PROPERTY
Cattle and Other Animals
Injuring or endangering cattle 444. Every one who wilfully
(a) kills, maims, wounds, poisons or injures cattle, or
(b) places poison in such a position that it may easily be consumed by
cattle,
is guilty of an indictable offence and liable to imprisonment for a
term not exceeding five years.
R.S., c. C-34, s. 400.

Say hey to your buddy John Carty for me while you are at it. I ran against
him in the last federal election and I suspect that you and Ricky Baby Kelly
voted for him instead of me EH?

>>>>
>>>> Joyce Smith, an assistant professor at Canada's Ryerson University,
>>>> teaches online journalism and worked on the online staff at the Globe
>>>> and Mail before those employees were laid off last year.
>>>>
>>>> She said the one opportunity to see convergence succeed might have
>>>> been missed by Bell Globemedia in its efforts to cut costs to recoup
>>>> some of what it spent on media acquisitions.
>>>>
>>>> "What I found interesting was that the actual idea of convergence
>>>> wasn't a hit with people working with just the newspaper or just
>>>> television," Smith said. "Where it really happened was with the online
>>>> news team. There were things the TV folks could clearly do much better
>>>> with the online newspaper. By pooling resources, it all did work much
>>>> better.
>>>>
>>>> "But in the tradition of journalism," she said, "reporters were
>>>> asking, 'What does this mean for me? Does it mean that I have to file
>>>> stories to the Web and then do stand-ups in newsroom, while doing my
>>>> piece for the deadline at the end of the day?'
>>>>
>>>> "Basically, (owners) wanted reporters to be one-man bands," Smith
>>>> said. "That has been played and replayed here. It made sense from a
>>>> business model, but journalists, especially those who have been around
>>>> for a while, went into newspapers and TV for a reason. Some are great
>>>> at doing both, but not everyone has the same aptitude. And no one has

>>>> Canada reexamining changes
>>>>
>>>> While U.S. media critics and media executives have been testifying
>>>> over the past few weeks in Senate hearings on the proposed changes in
>>>> the FCC's media ownership rules, Canada is busy reexamining what has
>>>> come of its own cross-media consolidations.
>>>>
>>>> Two inquiries are underway by Canadian government officials to explore
>>>> the impact of cross-media ownership and consolidation on journalistic
>>>> integrity and media responsibility.
>>>>
>>>> The Canadian Senate's Committee on Transport and Communication began
>>>> taking testimony at the end of April on those issues and is expected
>>>> to report its findings within the next year.
>>>>
>>>> A House of Commons committee on Canadian heritage is expected to
>>>> release an 800-page report next month on its own yearlong
>>>> investigation into the impact of media concentration and political
>>>> efforts by corporations to ease restrictions on foreign ownership of
>>>> Canadian media.
>>>>
>>>> But media-watchers, who have a ringside seat on Canada's great media
>>>> debate, say they are doubtful that government investigations will
>>>> produce any new regulation on media conglomerates.
>>>>
>>>> "The horse is out of the barn," said Arnold Amber, director of the
>>>> National Newspaper Guild of Canada. "But the good news is that this
>>>> has at least inspired a vigorous national debate on press freedom and
>>>> responsibility."
>>>>
>>>> Amber and other critics of media convergence said promises of more
>>>> stories and better information from combining print and broadcast news
>>>> staffs have largely failed in Canada.
>>>>
>>>> "Bell Globemedia is talking about restructuring and selling off its
>>>> media wing," Amber said. "The failure of convergence to bring in
>>>> revenues was primarily responsible for the resignation of Bell
>>>> Canada's CEO, Jean Monty," who stepped down in April 2002.
>>>>
>>>> Geoffrey Elliot, vice-president of corporate affairs for CanWest, said
>>>> that convergence has not led to revenues, or the reduced costs, the
>>>> company had hoped for.
>>>>
>>>> But Elliot, and other supporters of cross-media ownership, argues that
>>>> all sides have benefited from consolidation.
>>>>
>>>> "We are a family-owned business that saw an opportunity in which the
>>>> whole was greater than the sum of the parts," Elliot said. "We saw
>>>> substantial potential synergies on the sales side by putting
>>>> television and newspaper assets together, since they both serve
>>>> primarily advertising clients as sources of revenue, and serve a
>>>> combination of local and national markets."
>>>>
>>>> Amber said the companies likely saw their primary financial advantages
>>>> from a convergence of back-office technologies -- combining
>>>> circulation, sales, printing and management operations.
>>>>
>>>> But it was something else that brought issues to a head in Canada over
>>>> media consolidation and sharing newsroom resources: The loss of
>>>> diversity of voices within the Canadian media took on new importance,
>>>> observers say, after a series of events that led to accusations of
>>>> censorship and political bias by CanWest's owners.
>>>>
>>>> In December 2001, CanWest -- which owns 11 major dailies and 22
>>>> smaller papers in Canada -- issued a directive to its newspaper
>>>> editors that they would be expected to run three editorials per week
>>>> that reflected the position of CanWest's owners on political or social
>>>> issues.
>>>>
>>>> The decision was met with a spate of criticism -- especially when
>>>> editors were told that other local editorials were not to contradict
>>>> those from corporate headquarters.
>>>>
>>>> A byline strike ensued at the Montreal Gazette, and inquiries by the
>>>> newspaper guild there led to findings that work by columnists and
>>>> cartoonists was spiked when it conflicted with opinions from corporate
>>>> headquarters.
>>>>
>>>> Several journalists quit; some staffers published a protest Web site.
>>>>
>>>> The furor finally boiled over into the public arena last June when
>>>> Russ Mills, the publisher of the Ottawa Citizen, was fired by CanWest
>>>> for running a series of stories and an editorial that outlined alleged
>>>> political and financial irregularities in the administration of
>>>> Canadian Prime Minister Jean Chretien.
>>>>
>>>> Elliot, the CanWest vice president, said the controversy arose because
>>>> Mills failed to let CanWest's owners know in advance of the series or
>>>> the editorial -- which called on Chretien, a friend of CanWest
>>>> patriarch Israel Asper, to resign.
>>>>
>>>> Mills said he had not sought permission for either the investigative
>>>> series, or the editorial, because he believed in preserving "editorial
>>>> independence."
>>>>
>>>> The problem, Mills said, was that the new owners were trying to
>>>> dictate local editorial policy from corporate headquarters.
>>>>
>>>> Elliot described the concern over attempts at a national editorial
>>>> policy -- which has since been largely abandoned –- as a tempest
>>>> without substance.
>>>>
>>>> He said CanWest's owners were "well within their rights to propose
>>>> national editorials," and that their actions were no different that
>>>> those of other newspaper ownership groups prior to media
>>>> consolidation.
>>>>
>>>> "There has never been any effort to control what was published in news
>>>> stories," he said.
>>>>
>>>> Since his firing, Mills has become an outspoken critic of media
>>>> consolidation in Canada, and he testified in April before the Canadian
>>>> Senate committee conducting media hearings. He was also awarded a
>>>> Neiman Fellowship at Harvard University and is the incoming dean of
>>>> the journalism program at Algonquin College in Ottawa.
>>>>
>>>> Meanwhile, Mills' firing prompted a public opinion poll by Canada's
>>>> largest media union that found that the incident had caused the public
>>>> to lose confidence in the media's editorial independence.
>>>>
>>>> The results, union officials said, showed that Canadians were
>>>> concerned about press freedom and wanted the government to look into
>>>> problems associated with media concentration.
>>>>
>>>> Peter Murdock, then vice-president of the communications union, told
>>>> Canada Newswire that the poll "demonstrates that Canadians want their
>>>> journalists protected from the whims and prejudice of media barons. It
>>>> is a grim warning to media corporations and government that Canadians
>>>> believe that the very integrity of the news that feeds our democracy
>>>> is being undermined by the effects of concentrated media ownership."
>>>>
>>>> It is clear that online journalism at Canada's newspapers has changed
>>>> dramatically under CanWest's corporate control.
>>>>
>>>> The company replaced independent newspaper Web sites with a common
>>>> site, Canada.com, which allows consumers to access local news by
>>>> clicking on the community they are interested in.
>>>>
>>>> Elliot said community news on the Web site comes from local newspapers
>>>> and television stations, and said that consolidating that information
>>>> on a single Web site provides consumers better access to local news
>>>> across the country -- as well as reduces costs.
>>>>
>>>> Bruce MacCormack, former head of interactive media at CanWest, said
>>>> supplementing newspaper and television content with a common Web site
>>>> has made access to news more efficient and allowed the corporation to
>>>> serve consumers better.
>>>>
>>>> "The consumers of online media … were also television viewers and
>>>> newspaper readers, and at different points in the day, different media
>>>> were the best way to reach those people," MacCormack said.
>>>>
>>>> "Someone watching television in the evening could be told about
>>>> stories being developed for the next day's newspaper, which is read on
>>>> the commuter train as people go to work," he said. "Then, during
>>>> working hours, the Internet was the most effective way to get them up
>>>> to date on news, and tease them for television use at night."
>>>>
>>>> "These were handoff mechanisms that worked to reach people, so
>>>> consumers and the public were able to access services in the most
>>>> appropriate media, for whatever method they could best be served."
>>>>
>>>> CanWest recently filed testimony with the FCC to support the
>>>> relaxation of cross-media regulations in the U.S. That testimony
>>>> challenges media critics on their central objections to cross-media
>>>> ownership.
>>>>
>>>> "Today's media market is the richest and most diverse in the history

>>>>
>>>> "Experience," it adds, "simply does not support the contention of some

>>>>
>>>> Smith, the Ryerson professor -- despite her criticisms of the handling
>>>> of online media opportunities in Canada -- said she sees differences

>>>>
>>>> "In the U.S., because of the size of the market, the chance of one or
